UN climate conference adopts two-track approach on climate change

    MONTREAL, Canada, Dec. 10 (Xinhuanet) -- More than 150 nations agreed early Saturday to start formal talks on cuts in greenhouse gas emissions after the year 2012, but the United States will not participate.

    The administration of US President George W. Bush, which has rejected the Kyoto Protocol, accepted only a proposal to enter the"dialogue" on future steps to combat climate change.

    That proposal specifically rules out "negotiations leading to new commitments."  Enditem
