ETA ceasefire hangs on govt concessions

    MADRID, Dec. 6 (Xinhuanet) -- Basque terrorist group ETA says the Spanish and French governments should make the first moves if they want to end violence in the region, a newspaper said on Tuesday.

    The armed group, which is responsible for more than 800 killings since the late 1960s, said the governments should "announce a truce" and "deactivate their armed forces and stop all actions" in the Basque Country.

    "Steps from just one side or a ceasefire do not bring the solution. Spain and France must recognize the Basque region's right to self-determination," El Correo newspaper reported ETA's internal newsletter as saying.

    However, the Spanish government has said it will only negotiateif there is a complete halt to violence.

    ETA, whose name is a Basque-language acronym for Basque Homeland and Freedom, wants an independent state cut out of northern Spain and southwest France. ETA is listed as a terrorist organization by Spain, the European Union and the United States. Enditem
