BELGRADE, Dec. 5 (Xinhuanet) -- The European Union
has set six keyconditions for Serbia-Montenegro to fulfill in the process of
stabilization and association agreement talks with the 25-nation bloc, a senior
EU diplomat said here on Monday.
According to the partnership
document revised by the European Commission, the six key conditions include
internal reforms, international obligations and unsettled issues concerning the
Serbian breakaway province of Kosovo as well as relations between Serbia and
Montenegro, said David Hudson, deputy head of the European Commission delegation
to Serbia-Montenegro.
Addressing a meeting of the Serbia-Montenegro
parliament and the European Parliament, Hudson said that internally there are
three conditions, such as the reform of public administration and judiciary, the
implementation of structural economic reforms, and the parliamentary control of
the army would have to be strengthened.
As for international obligations, Serbia-Montenegro
is requested to make further progress in cooperation with The Hague
international tribunal.
In the case of Kosovo, Serbia-Montenegro is requested
to encourage local Serbs' participation in Kosovo organs and local authorities,
and they are expected to have a serious and constructive approach to the talks
on the province's future status.
Hudson said that Serbia-Montenegro was also requested
to observe the Constitutional Charter and make a constructive approach to the
functioning of state union's authorities and if one of the republics organized a
referendum, internationally recognized standards would have to be implemented.
