Bush talks tough on illegal immigration

    BEIJING, Dec. 5 -- US President George W. Bush used his weekly radio address to step up pressure on Congress to embrace his idea for a guest worker plan for foreigners, while also talking tough about illegal immigration.

    Bush called illegal immigration a serious challenge.

    "Illegal immigration and border security are issues that concern Americans. Faced with this serious challenge our government's responsibility is clear. We're going to protect our borders," he said. 

    The president made appearances this week in Arizona and Texas, that focused on border security and immigration, two items he says will top his legislative agenda next year.

    Bush said his administration is committed to promptly returning every illegal immigrant caught at the border, with no exceptions.

    Bush's proposal for a guest-worker program has been stalled in Congress, although at least two competing bills would establish temporary worker visas.
