BEIJING, Dec. 4 (Xinhuanet) -- The central authorities have called for building a favorable social environment for security and stability, according to a notice released Sunday by the general offices of the Communist Party of China (CPC) Central Committee and the State Council.

    The notice said that an official document about the suggestions on building a favorable social environment for stability and security has been issued to the Communist Party committees and governments at various levels across the country.

    Drafted by the Committee of Political Science and Law under CPC Central Committee and the Central Committee for Comprehensive Management of Public Security, the document nailed down the significance, guideline and objectives of building a social environment for security and stability.

    The suggestions say that building a favorable social environment for stability and security is a project that relates to establishing a socialist harmonious society and promoting coordinated economic and social development, and relates to enhancing the CPC's ruling capacity and cement the CPC's ruling status.

    The suggestions require CPC committees and governments at all levels try their best to deal with the issues concerning people's fundamental interests by perfecting the employment service system, social security and social aid system, by resolutely preventing the behaviors which do harm to people's interests, and by preventing and reducing the occurrence of social contradictions.

    The Regulations on Letters and Complaints should be carefully implemented, so as to improve the work system for handling letters and complaints and safeguarding the fundamental interests of petitioners.

    The evaluation and prediction on large-scale group accidents and unexpected incidents should be strengthened and the contingency plan for emergencies should be established and improved, so that social harmony and stability can be maintained, the suggestions say.

    The analysis on social security situation should be improved and efficient cooperation among law enforcement departments should be enhanced so as to effectively prevent and fight various kinds of law violations and crimes.

    The suggestions say rural and urban community construction and management should be pushed forward through scientific, democratic and legal means, so that grassroots rural and urban self-ruled organizations, associations and intermediate organizations can play an important role in dealing with social contradictions.

    A long-term work system on preventing migrant worker's salary in arrears should be established and improved and other legitimate interests of migrant workers should be taken care of. New methods on managing migrant workers in new situations should be probed.

    The management on children of prisoners, waifs and idle youth should be strengthened, so as to ensure their healthy growth. The management on children who lack guardians, drug addicts and citizens who are released from prison should be tightened, so as to prevent and reduce the occurrence of crimes and law violations, according to the suggestions.

    The supervision and management on Internet Cafes and entertainment venues should be also strengthened. Erotic websites will be closed down.

    The management on traffic security, fire fighting and work safety should be tightened to prevent the occurrence of major accidents, said the suggestions.

    Measures should be taken to popularize the knowledge on law amid officials, law enforcers and enterprises managers to ensure administration by law.

    The suggestions also call for improving democratic system, diversify democratic forms and enlarge the channels for citizens to participate in politics, so as to ensure their participation in democratic election, democratic policy-making, democratic management and democratic supervision according to law.
