    WMD proliferation

    The Chinese government firmly opposes the proliferation of weapons of mass destruction (WMDs) and WMD carriers, Qin made the statement in response to a report from an American institution which said China failed to do enough to control the export of technologies related to WMDs.

    The report, which goes against the fact, is irresponsible, he said.

    Relevant organizations should take a fair and objective attitude in viewing the Chinese government's serious commitment and active and unremitting efforts to prevent the proliferation of WMDs, Qin said.

    China is a responsible country, and the Chinese government has done a lot in recent years to prevent the spread of WMDs, including the improvement of its legal system concerning export control, better awareness of certain enterprises, investigation into and punishment on illegal export cases, and participation in international exchanges and cooperation on non-proliferation, Qin said.

    Sino-India border issue

    China and India are making efforts to find a "fair and reasonable" solution to the border issue. The solution should be "acceptable" to both countries, Qin said.

    Qin noted that the atmosphere surrounding the border issue has been "greatly" improved with the warming up of Sino-Indian relations in recent years, Qin said, adding that leaders in both countries have once and again stated that there has been "fairly good progress" in bilateral ties.

    Special representatives from China and India held their sixth meeting on border issues in Beijing from Monday to Tuesday.

    The meeting was held in a "friendly, cooperative and constructive" atmosphere, Qin said, adding that both parties agreed to explore a "fair and reasonable" framework guiding the solution to the border issue.

    The two representatives also agreed to hold the next meeting in New Delhi and decide on a date for the meeting later through diplomatic channel, Qin said.

    Speaking of opening the renowned Nathu La pass on Sino-Indian border, Qin said China takes a "positive" attitude towards the development of Sino-Indian border trade.

    China is drawing up a plan and building the border trade market "in a serious manner", but when to open the pass will be subject to bilateral consultation, Qin said.
