    BEIJING, Sept. 13 (Xinhuanet) -- The delegation from the Democratic People's Republic of Korea (DPRK) arrived here Tuesday morning for the second phase of the fourth-round six-party talks on the Korean Peninsula nuclear issue.

    The DPRK delegation is headed by Kim Kye-gwan, DPRK's vice foreign minister.

    Kim made no remarks on the nuclear talks upon arrival.

    The chief negotiator said before departure in Pyongyang that DPRK will repeat its standpoints on peaceful nuclear activity, but will "take flexibility when necessary" in the second phase of the talks.

    The first phase of the fourth round of the six-party talks started on July 26 and recessed on Aug. 7.

    The DPRK announced on Aug. 29 that it would postpone the second phase of the talks originally scheduled for the same day to mid-September because the United States began the large-scale war exercises "Ulji Focus Lens-05" with South Korea and appointed a "presidential envoy for the human rights issue of north Korea".
