Four impeachable charges filed against president Arroyo

    MANILA, July 25 (Xinhuanet) -- The amended impeachment complaint against president Gloria Macapagal-Arroyo has been filed at the House of Representatives Monday, ahead of her State of the Nation Address (SONA) afternoon on the same day.

    After offering a short prayer at the Office of the Minority before 9:00 a.m., members of the opposition bloc, the Liberal Party, and regional representatives, along with complainant lawyer Oliver Lozano, filed the revised impeachment complaint at the Office of the House Secretary General, according to local media.

    Lawmakers signed the complaint, but there were only 39 signatures, short of the 79 votes needed to bring the case to the Senate.

    The case lists four impeachable offenses enumerated in the Philippine constitution, including the offenses of bribery, graft and corruption, culpable violation of the constitution, and betrayal of the public trust.

    The complaint amends the petition filed June 27 by former president Marcos loyalist lawyer Oliver Lozano, which accuses Arroyo of betraying the public trust largely because of her alleged conversations about vote rigging with an election official believed to be missing former election commissioner Virgilio Garcillano.

    President Arroyo is scheduled to deliver her SONA at 4:00 p.m. Monday, when the citizens of Metro Manila are enjoying an officially non-working day to listen to her address. Enditem
