WASHINGTON, July 20 (Xinhuanet) -- US President
George W. Bush on Wednesday told the public that the best way to protect the US
homeland is to "go on offensive."
"I want you to remember, as we work to secure the homeland, we have to be right 100 percent of the time, and the
enemy only has to be right one time," Bush said during a televised speech
delivered in the Port of Baltimore, Maryland.
"Therefore, the best way to protect the homeland is
to go on the offensive, is to find these people in foreign lands and bring them
to justice before they come here to hurt us," he said.
To that end, Bush said, the US government is adopting
a two-pronged strategy, including intelligence-sharing with allies and hunting
for terrorists around the world.
Clearly in his effort to promote the expiring
provisions of thePatriot Act, Bush said there is a need to extend the provisions
in order to better protect the country.
Provisions of the Patriot Act, made in the wake of the
Sept. 11 terror attacks against the US in 2001, are due to expire by the end
of this year.
The provisions grant police power to anti-terrorism
agencies, including allowing authorities to subpoena records form businesses,
hospitals and libraries and letting the government continue to wiretap a
suspect.
The Congress will decide whether to extend them.
