    UNITED NATIONS, July 17 (Xinhuanet) -- The African Union and countries of the Group of Four, which includes Japan, Brazil,India and Germany, failed to reach consensus on the issue of UN Security Council reform at a ministerial meeting held here Sunday, said Abadallah Baali, permanent representative of Algeria to the United Nations.
