Backgrounder: Main points of new EU constitutional treaty

    BRUSSELS, May 29 (Xinhuanet) -- The first European Union (EU) constitutional treaty, which was agreed upon by EU leaders last June, is facing its test as France holds a referendum Sunday.

    Following are the key points of the constitution:

    -- A longer term for the president: The constitution extends the EU president's term to two-and-a-half years instead of the current six-month rotating system. And the term will be renewable.

    -- The EU foreign minister: The post is to be appointed for a five-year term and combines the two jobs currently held by EU foreign policy chief, Spain's Javier Solana and EU External Relations Commissioner, Austria's Benita Ferrero-Waldner.

    -- The European Commission: The EU executive branch will reduceits members from the current one member per EU country to two-thirds of the number of EU states in 2014. The members will be chosen by equal rotation.

    -- The European Parliament: The legislature will include 750 members with at least six for each EU state and a maximum of 96 for the largest.

    -- The qualified majority system: Most EU decisions will be taken by a "qualified majority" of EU states. But changes in foreign affairs, defense and tax law will need unanimity. "Qualified majority" is defined as at least 55 percent of member states representing at least 65 percent of the EU population.

    -- The Charter of Fundamental Right: The charter will be incorporated in EU law and does not override national laws.

    -- Legal standing and citizenship: The constitution gives the EU power to sign international treaties. Every national of member states shall be a citizen of the EU. Enditem
