PARIS, May 18 (Xinhuanet) -- European Union's (EU) Chief ExecutiveJose Manuel
Barroso said Wednesday the EU constitution will not berenegotiated if France
rejects it in the upcoming referendum.
"It would not be realistic to open renegotiation," Barroso saidto Europe 1
Radio.
"I do not believe that the majority of countries are ready for
negotiations," he said.
A referendum is slated on May 29 in France over the constitution, which
must be approved by all 25 EU member states and aims at simplifying
decision-making in the EU following last year's expansion.
Two surveys released Monday separately by the Ipsos and CSA institutes both
suggested some 51 percent of the French people would reject the legislation.
The EU chief executive also appealed to French voters to support the EU
constitution, saying a "no" result will be bad newsfor the economy in France and
Europe.
"I make an appeal in the name of the values which are the values of France
and Europe for a 'Yes', a sign of confidence, because that sign of confidence in
Europe is a sign of confidence in the future of France," Barroso said.
"There are people in France who oppose it for absolutely contradictory
reasons. There's no clear message, and the message from France could contradict
