BEIJING, April 22 -- Spain's lower house of parliament has passed a law that would give homosexual couples the right to marry and adopt children.
The bill, which passed by a vote of 183 to 136, now moves on to the upper house.
If, as expected, the senate also approves the bill, it will make Spain the third European Union country, after the Netherlands and Belgium to legalize gay marriage.
