Chinese top legislature expresses strong dissatisfaction,opposition over US resolution on China's Anti-Secession Law

    BEIJING, March 18 (Xinhuanet) -- Chinese top legislature expressedFriday strong dissatisfaction about and opposition towards a resolution adopted by the US House of Representatives Wednesday that criticized China's Anti-Secession Law.

    An official with the NPC Foreign Affairs Committee said that the resolution distorts the purpose of the Anti-Secession Law approved by the National People's Congress (NPC), unreasonably criticizes China's proper legislative action and openly interferesin China's internal affairs.

    "It is known to all that we have made unremitting efforts to develop relations across the Taiwan Straits and promote China's peaceful reunification," the official said. "However, the Taiwan authorities recently escalated the 'Taiwan independence' secessionist activities, especially by means of the so-called 'constitutional reform.'"

    Secessionist activities conducted by "Taiwan independence" forces have become the largest obstacle for the development of cross-strait relations and China's peaceful reunification, the official said.

    "Under such severe circumstances, it is very necessary for the NPC to enact the Anti-Secession Law to oppose and check 'Taiwan independence' forces, push forward the peaceful reunification, maintain peace and stability in the Taiwan-Strait region and safeguard national sovereignty, territorial integrity and fundamental interests of the Chinese nation," the official said.

    The official said that law was passed with "no objection vote,"fully demonstrating its "popular support" from the Chinese people.

    The official said the law codified China's aim to seek "a peaceful solution to the Taiwan question."

    "The law fully shows the mainland's constant stance of making all-out efforts with utmost sincerity for the prospect of peacefulreunification," the official said. "It also shows the common will and unswerving determination of all Chinese people to safeguard national sovereignty and territorial integrity, and never allow 'Taiwan independence' forces to make Taiwan secede from China in any excuse and in any way.

    "To seek reunification of our motherland and the settlement of the Taiwan question, which was left over by China's civil war in the late 1940s, is utterly China's internal affairs, and it is reasonable and perfectly justified for China to enact law against 'Taiwan independence' secessionists," the official said. "No foreign forces have the right to intervene."

    The official said that the international communities widely acknowledge there is only one China in the world and Taiwan is an unalienable part of China's territory. Although the mainland and Taiwan have not been reunited, the fact that the mainland and Taiwan belong to the same one China has never changed.

    "The 'Taiwan independence' forces are pushing forward the secessionist activities just to change this status quo. The enacting and implementation of the Anti-Secession Law were aimed at ensuring this status quo unchanged," the official said. "While the US House of Representatives disregarded facts and passed a resolution blaming China for changing the Taiwan Strait status quo,it totally confused right and wrong."

    The official said that China belongs to its 1.3 billion people and any decision involving the sovereignty and territorial integrity must be made by the 1.3 billion Chinese people.

    A sovereign state will not brook any secessionist activities and has every right to safeguard its sovereignty and territorial integrity, the official said and non-peaceful means will be the last resort that the mainland will make after all peaceful reunification efforts fail.

    Those who conscientiously study the Anti-Secession Law will understand that "non-peaceful means" is directed against the "Taiwan independence" forces instead of Taiwan compatriots, and those who hold sincere hopes for the peace and stability, and progress of relations across the Taiwan Straits will understand and support this legislation, the official said.

    "Recently, there have been some signs that cross-strait tensionis easing. That is the achievement made by compatriots in both themainland and Taiwan and we must cherish it much more than before,"the official said.

    However, the "Taiwan independence" forces have not given up their stand yet and have not ceased their secessionist activities,so China is still facing a grave challenge in opposing and checking the 'Taiwan independence' forces and their activities, the official said.

    "The Anti-Secession Law is intended to serve the peaceful national reunification and safeguarding the fundamental interests of the Chinese nation," the official said.

    The Taiwan question has always been the most important and sensitive issue lying in the core of Sino-US relationship, and howthe issue is dealt with will deeply impact how the relationship goes, the official said.

    "China hopes the US congressmen will put Sino-US relationship as the top priority, do what facilitates the relationship instead of those hurting the feeling of Chinese people; do what facilitates the cross-Strait peace and stability instead of sending misleading signal to the 'Taiwan independence' secessionist forces," the official said.

    The official also expressed hope that the US government will "adhere to principles of the three Sino-American joint communiques and other commitments to China over the Taiwan question, and ensure the stability and development of the Sino-American constructive relations of cooperation through real action."
