BRUSSELS, March 10 (Xinhuanet) -- The UN tribunal in
The Hague on Thursday released the detailed charges against former Kosovo Prime
Minister Ramush Haradinaj, who resigned on Tuesday and surrendered to the
tribunal on Wednesday.
The indictment against the former
Kosovo rebel leader issued by the International Criminal Tribunal for the former
Yugoslavia (ICTY)includes 17 counts of crimes against humanity and 20 counts of
violations of the laws or customs of war.
Haradinaj, 36, was accused of committing such crimes
as "persecution", "destruction of property", "unlawful detention", "deportation
or forcible transfer of civilians", "murder" and "rape",said the tribunal.
Haradinaj was a commander of the Kosovo Liberation
Army (KLA) and had overall command of the KLA forces in one of the KLA
operational zones, called Dukagjin.
All crimes alleged in the indictment occurred between
March 1998 and September 1998 in Kosovo of the former Yugoslavia and were
directed against the Serb civilian population and some members of the Albanian,
Roma and Egyptian civilian population.
The tribunal said "committing" does not mean that
Haradinaj necessarily "physically committed all of the crimes charged".
"'Committing' in this indictment includes the
participation of each of the accused in a joint criminal enterprise," said the
tribunal in its indictment.
According to the tribunal, Haradinaj is "criminally
responsible for planning, instigating, ordering, committing, or otherwise aiding
and abetting the commission of the alleged crimes."
Haradinaj was elected prime minister of Kosovo last
December. His surrender to The Hague on Wednesday makes him the first in-service
governmental head that has surrendered to the tribunal forwar crime charges.
