    I. Bilateral Political Relations

    The People's Republic of China and the Republic of Peru established diplomatic relations on November 2, 1971. In February 1972 China set up its embassy in Peru and Peruvian Embassy in China was set up in March of the same year. In May 2002, Peru opened its consulate-general in Shanghai.

    Since then, bilateral relations have developed smoothly with a frequent exchange of high-level visits, expanding trade and economic cooperation and increasing exchanges in the fields of culture, education, science and technology. With mutual understanding China and Peru cooperate closely in international affairs. China supported Peru's entry into Asia Pacific Economic Cooperation (APEC). In the 51st, 52nd, 55th and 56th sessions of the UN Human Rights Committee, Peru successively voted in favor of no action motions put forward by China to oppose the Western anti-China proposals. On the Taiwan issue, successive Peruvian governments have consistently adhered to One-China policy.

    Peruvian President Alberto Fujimori visited China 4 times. The first visit took place on 9-12 April 1991, the first state visit ever made by a Peruvian President. General Secretary Jiang Zemin of CPC Central Committee and Chinese President Yang Shangkun met separately with Fujimori, while Premier Li Peng held talks with the visiting President. On November 17 of the same year, Fujimori visited Shenzhen of Guangdong Province by way of Hong Kong after his visit to three Southeast Asian countries. On June 8-12, 1994, Fujimori paid his second state visit to China. Chinese President Jiang Zemin held talks with him and Premier Li Peng met with him. As a specially invited guest of the Chinese Government, President Fujimori attended the 4th UN World Women's Conference held in Beijing on September 12-15, 1995 and met with Chinese President Jiang Zemin and Premier Li Peng.

    On October 9-12, 1995, Chinese Premier Li Peng made an official visit to Peru. It was the first visit ever made by a Chinese Premier. Premier Li held talks with Peruvian President Fujimori and met with President of the Congress Martha Chavez and President of the Council of Ministers and Minister of Education Dante Cordova.

    On November 16, 1998 and on September 12, 1999, President Jiang Zemin met with his Peruvian counterpart Alberto Fujimori twice during the 6th and 7th APEC summit meeting held respectively in Kuala Lumpur and Auckland.

    On October 20, 2001, President Jiang Zeming met with Peruvian President Alejandr Toledo Manrique who was attending the 9th summit of APEC held in Shanghai. On October 21, Foreign Minister Tang Jiaxuan met with his counterpart Diego Garcia Sayan Larrabure. On 22-23, President Toledo and his entourage paid a private visit to Beijing and Hong Kong.

    On October 26, 2002, President Jiang Zemin had a brief conversation with Peruvian President Toledo during the informal meeting of APEC leaders in Mexico. On 27, Foreign Minister Tang Jiaxuan met with Peruvian Foreign Minister Allan Wagner.

    In June 1983, President of the Senate Sando Mariategui and Speaker of the House of Representatives Paniagua visited China successively. Chinese Premier and Vice Chairman Ulanfu of NPC Standing Committee met with the guests respectively.

    On April 5-12, 1984, Vice-Chairman Liao Hansheng of NPC Standing Committee visited Peru at the head of a Chinese NPC delegation. During his 7-day visit in Peru, Liao met with Peruvian President Fernando Belaunde, President of the Senate Monteagudo, Speaker of the House of Representatives Lainez and President of the Council of Ministers and Minister of Foreign Affairs Fernando Schwalb.

    On July 25-30, 1985, State Councilor Kang Shi'en attended the inaugural ceremony of the Peruvian newly elected President Alan Garcia as special envoy of the Chinese Government. Garcia and President of the Council of Ministers Alva met with Kang respectively.

    On June 12-19, 1986, President of the Council of Ministers and Minister of Economy and Finance Luis Alva Castro visited China. Among those who met with the visiting Peruvian guest were Chairman Deng Xiaoping of the Central Advisory Committee, Chinese Premier, Chairman Peng Zhen of NPC Standing Committee, and Hu Qili, Secretary of the CPC (Communist Party of China) Central Committee Secretariat.

    On May 18-24, 1987, Vice-Chairman Huang Hua of NPC Standing Committee headed a NPC delegation to Peru. Peruvian President Garcia, First Vice-President Sanchez, President of the Council of Ministers Alva and Foreign Minister Allan Wagner met with Huang successively.

    On June 7-11, 1987, State Councilor and Foreign Minister Wu Xueqian visited Peru. Peruvian President Garcia, First Vice-President Sanchez, President of the Senate Villanueva and President of the Council of Ministers Alva met with him. Talks were held between Wu and his counterpart Wagner. The two sides agreed on the establishment of a consultation mechanism between the two foreign ministries. On behalf of President Garcia, Wagner conferred upon Minister Wu a Grand-Cross Medal "The Sun of Peru".

    On January 25-28, 1988, Peruvian Foreign Minister Wagner visited China. Acting Premier Li Peng and Hu Qili, Member of the Standing Committee of Political Bureau of the CPC Central Committee met with the Peruvian Minister respectively. Foreign Minister Wu Xueqian and Minister of Foreign Economic Relations and Trade Zheng Tuobin separately held talks with him.

    On June 24-27, 1990, Peruvian Speaker of the House of Representatives Alvarado visited China. On behalf of the Peruvian House of Representatives, Alvarado conferred the supreme congressional Grand-Cross Medal upon Chinese President Yang Shangkun, Premier Li Peng and Foreign Minister Qian Qichen respectively.

    On September 10-13, 1990, Chinese Foreign Minister Qian Qichen paid an official friendly visit to Peru. Qian met with Peruvian President Fujimori, First Vice-President and President of the Senate San Roman, President of the Council of Ministers Carlos Hurtado and President of the House of Representatives Paredes. On behalf of the Government of Peru, Foreign Minister Machande conferred upon Qian a Grand-Cross Medal "The Sun of Peru".

    On March 22-30, 1991, Peruvian First Vice-President and President of the Senate San Roman visited China at the head of a congressional delegation. During his stay in Beijing, San Roman met with Chinese President Yang Shangkun, Chairman Wan Li of NPC Standing Committee, Vice-Premier Wu Xueqian and Foreign Minister Qian Qichen. Vice-Chairman Liao Hansheng of NPC Standing Committee held working talks with the Peruvian delegation.

    On July 25-29, 1991, Vice-Chairman Wang Hanbin of NPC Standing Committee headed a NPC delegation to Peru and attended the celebrations of Peruvian National Day. Peruvian President Fujimori, First Vice-President and President of the Senate San Roman, President of the Council of Ministers and Minister of Foreign Affairs Carlos Torres, President of the House of Representatives Paredes and President-elect of the Senate Osterin met respectively with the Chinese delegation.

    On September 26-30, 1995, Peruvian First Vice-President Marquez attended the 11th meeting of the Council of Pacific Economic Cooperation held in Beijing. Chinese Premier Li Peng met with him.

    On March 27-30, 1996, State Councilor and Secretary General of the State Council Luo Gan paid an official visit to Peru. Luo met with President Fujimori and President of the Congress Chavez, President of the Council of Ministers and Minister of Education Cordova and Minister of President's Office Jaime Yoshiyama Tanaka.

    On August 12-16, 1996, Vice-Chairman of NPC Standing Committee Chen Muhua paid an official visit to Peru at the head of a NPC delegation. Peruvian President Fujimori, President of the Congress Vitor Joy Way, President of the Council of Ministers and Minister of Fisheries Alberto Pandolfi met with the delegation respectively. The First Vice-President of the Congress Torres held talks with Chinese guests. The Chinese NPC delegation attended the inaugural ceremony of the Peru-China Friendship Group of Congressional Members.

    On September 14-18, 1996, State Councilor Li Guixian headed a governmental audit and supervision delegation to Peru on an official visit. Li met respectively with Peruvian President of the Congress Vitor Joy Way, Chief Prosecutor Caso Lay and President of the Council of Ministers and Minister of Energy & Mining Pandolfi.

    On April 13-18, 1997, Peruvian President of the Congress Victor Joy Way visited China. Chinese President Jiang Zemin, Chairman Qiao Shi and Vice-Chairman Wu Jieping of NPC Standing Committee respectively met with the visiting Peruvian Congressional leader. Li Shuzheng, Head of the International Liaison Department of the CPC Central Committee, also had a meeting with the Peruvian guest.

    On May 11-16, 1997, Secretary of the Shanghai Municipal Committee of the CPC Huang Ju, member of the Political Bureau of the CPC Central Committee, visited Peru at the head of a CPC delegation. Peruvian President Fujimori, President of the Congress Vitor Joy Way and President of the Council of Ministers Pandolfi met with Huang respectively.

    From June 30 to July 2, 1997, Peruvian President of the Council of Ministers Pandolfi upon invitation attended the Hong Kong hand-over ceremony. Chinese President Jiang Zemin and Premier Li Peng met with him respectively.

    On May 16-19, 1998, Vice-Chairman Tian Jiyun of NPC Standing Committee headed a NPC delegation to Peru on an official visit. Peruvian President Fujimori, President of the Congress Torres, President of the Council of Ministers Pandolfi and Foreign Minister Eduazdo Ferrezo met with the Chinese delegation respectively.

    On September 11-15, 1998, Vice-Premier Wu Bangguo paid an official visit to Peru at the head of a government delegation. During the visit, Wu met respectively with Peruvian Acting President and First Vice-President Ricardo Marquez, President of the Congress Vitor Joy Way and President of the Council of Ministers Pandolfi.

    On October 15-20, 1999, Vice-Chairman Bai Licheng of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) headed a delegation to Peru for the celebration of the 150th anniversary of the arrival of Chinese in Peru. Peruvian President Fujimori, President of the Council of Ministers Buzdamant, Acting Chairman of the Congress Masararo, Foreign Minister Detrasegnes and former President of the Council of Ministers Vitor Joy Way met with the delegation respectively.

    On October 28-31, 1999, Member of the Political Bureau of the CPC Central Committee, Secretary of the Guangdong Provincial Committee of the CPC Li Changchun, headed a CPC delegation to Peru. Peruvian President Fujimori, Acting Chairman of the Congress Masararo, and former President of the Council of Ministers Vitor Joy Way met with him respectively. During the visit, Secretary General of "Reform-90" Andruis Rejyaduo Shayan, and members of the ruling Coaltition Reform 90-The Majority held talks with the Chinese delegation.

    From March 25 to April 2, 2000, Peruvian Foreign Minister Detrasegnes paid a visit to China. Chairman Li Ruihuan of the National Committee of CPPCC and Vice-President Hu Jintao met with him respectively. Foreign Minister Tang Jiaxuan held talks with him.

    On May 19-21, 2000, Chairman Li Ruihuan of the National Committee of CPPCC paid an official visit to Peru. Peruvian President Fujimori, President of the Congress Yerdblantt, President of the Council of Ministers Buzdamant and Foreign Minister Detrasegnes met with him respectively.

    On July 27-31, 2000, Minister of Land and Resources Tian Fengshang, as a special envoy of the Chinese Government, attended the Inaugural Ceremony of President Fujimori and visited Peru. Peruvian President Fujimori and Foreign Minister Detrasegnes met with him respectively. Peruvian Minister of Energy and Mining Chamott held working talks with him.

    On November 12, 2000, Foreign Minister Tang Jiaxuan met with Peruvian Foreign Minister Detrasegnes while attending the 12th Ministerial Session of APEC held in Brunei.

    On December 13-15, 2000, Deputy Minister of Foreign Affairs Yang Jiechi visited Peru. Peruvian President of the Council of Ministers and Foreign Minister Javier Perez de Cuellar met with him. Yang also held the third political consultation between the Foreign Ministries of China and Peru with his Peruvian counterpart Alrosbitt.

    On March 29, 2001, during the conference of East Asia-Latin America Forum on Cooperation held in Santiago, Capital of Chile, Foreign Minister Tang Jiaxuan met with Peruvian President of the Council of Ministers and Foreign Minister Javier Perez de Cuellar.

    On November 4-9, 2001, at the invitation of Assistant Foreign Minister Zhou Wenzhong, Peruvian Vice-Foreign Minister Manuel Rodriguez Cuadros visited China. State Councilor Ismail Amat and Vice-Minister of Foreign Trade and Economic Cooperation Sun Zhenyu met with him respectively. Zhou and Rodriguez presided over the 4th political consultation between the two foreign ministries.

    On February 2-9, 2002, at the invitation of the Foreign Affairs Committee of the NPC, Chairman of the Foreign Affairs Committee of the Peruvian Congress Luis Gonzalez Posada visited China at head of a Foreign Affairs Committee Delegation of the Peruvian Congress. Chairman Li Peng and Assistant Foreign Minister Zhou Wenzhong met with him respectively. Chairman of NPC Foreign Affairs Committee Zheng Jianhui held talks with the delegation.

    On February 24-26, 2002, at the invitation of the Peruvian National Drug-Banning Committee, Minister of Public Security and Chairman of the National Drug-Banning Committee Jia Chunwang visited Peru. Peruvian Interior Minister Fernando Rospigliosi, Foreign Minister Diego Garcia-Sayan, Minister of Justice Fernando Olivera and Chief Procurator Nelly Calderon met with him respectively. Chairman of the Peruvian National Drug-Banning Committee Ricardo Vega Llona held talks with the Chinese delegation.

    On April 5-11, 2002, at the invitation of President of the Supreme People's Court Xiao Yang, President of the Peruvian Supreme Court Oscar Victor Alvaro Alvarez visited China. Vice-Chairman Xu Jialu of NPC Standing Committee, Supreme Court President Xiao Yang and Vice-Minister of Justice Fan Fangping met with him respectively. Vice-President of the Supreme People's Court Li Guoguang held talks with him.

    On May 26-31, 2002, at the invitation of Foreign Minister Tang Jiaxuan, Peruvian Foreign Minister Diego Garcia-Sayan paid an official visit to China. Chairman Li Peng, Chairman of the Foreign Affairs Committee of the NPC Zheng Jianhui aid Vice-Minister of Foreign Trade and Economic Cooperation Wei Jianguo met with him respectively. Foreign Minister Tang held talks with him.

    On December 16-19, 2002, at the invitation of Peruvian Procurator General Nelly Calderon Navarro, Chinese Procurator General Han Shubin visited Peru. Peruvian President of the Council of Ministers and Acting Foreign Minister Solari met with him. Mr. Han held talks respectively with Procurator General Calderon and President of Supreme Court of Justice Sivillana.
