KAMPALA, Sept. 27 (Xinhuanet) -- About 2.5 million US dollars from visa
collections at Uganda's three major entry points is not accounted for during the
past 12 months, state-owned newspaper The New Vision reported on Monday.
A report on corruption in the Immigration Department, dated Sept. 15 and addressed
to President Yoweri Museveni, was compiled by the Internal Security Organization
(ISO) following an eight-month investigation of the department.
The investigation on visa collection covered Entebbe International Airport,
Busia and Malaba immigration entry and exitpoints from July 2003 to August 2004.
The report said less than 10 percent of the expected visa collections from
the Entebbe airport between July 2003 to August 2004 was banked.
According to statistics from the Civil Aviation Authority, Uganda Bureau of
Statistics and the Immigration Department, 2.9 million dollars was expected from
Entebbe visa collection from July 2003 to August 2004, but only 201,075 dollars
plus 2.5 million shillings (about 1,400 dollars) was banked during this period,
with some months registered zero deposits.
Entebbe did not bank any fees in July, September and December 2003 and in
February, April, June and August 2004.
From Malaba and Busia border posts, 750,490 dollars was expected but only
40,727 dollars plus 6 million shillings (about 3,450 dollars) was banked,
according to the report.
The ISO recommended in the report that a thorough investigationbe carried
out to establish how the funds were misappropriated or embezzled with a view to
