BEIJING, Sept. 27 (Xinhuanet) -- Under a nationwide
plan, older volunteers are being sought to take part in the education of
children to help remedy bad habits among youths.
The plan calls for so-called "volunteer supervisors" to be employed to see if minors under 18 are entering banned
places such as Internet cafes.
Despite rules that prohibit access to Internet cafes
for minors, junior and senior high school students are the majority of guests at
Internet cafes.
With the newly launched plans, senior people will
take part in the war between parents and Internet cafes for children.
The "supervisors" will have special certificates and
work in groups. Authorities are granting them the right to check the places at
any time. If any of such places are found to open their doors to minors, they
will receive punishment.
According to Zhang Xuecheng, an official with the
Central Committee of the Communist Youth League of China - the organizer of the
"love helps growing-up" programme - five cities will launch the programme on a
trial basis on Saturday.
They include Tianjin, Harbin in Heilongjiang
Province, Hangzhou in Zhejiang Province, Chengdu in Sichuan Province and
Yinchuan in Ningxia Hui Autonomous Region.
On October 22 the programme will expand into 100
cities. Over a period of three to five years, it will be promoted in all the
cities.
