US seeks UN sanctions against Arab militia in Sudan's Darfur

    UNITED NATIONS, June 30 (Xinhuanet) -- The United States proposed a draft UN Security Council resolution on Wednesday which would impose an arms and travel ban on Arab militia accused of terrorizing black Africans in Darfur, west Sudan.

    The text, obtained by Xinhua, came out as US Secretary of StateColin Powell and UN Secretary-General Kofi Annan are currently in Sudan pressing the government to seek an end to the humanitarian crisis in the embattled Darfur region.

    But the proposed sanctions would not cover the Sudanese government, which has been accused of supporting the Arab militia,Janjaweed.

    Janjaweed militiamen, according to UN officials, have carried out an ethnic cleansing campaign against black Africans in Darfur since black tribes started a rebellion in February 2003.

    The conflict, which pits the black rebels against the government troops and Janjaweed, has left at least 10,000 people dead and nearly one million displaced, of whom around 120,000 fledto neighboring Chad.

    The draft resolution demands Khartoum "immediately" fulfill itscommitments to disarm and neutralize the Janjaweed, which is also the goal of the ongoing visits of Powell and Annan to the biggest African country.

    In a veiled threat to Khartoum, the draft says the Security Council would determine, within 30 days of its adoption, whether to expand the sanctions to "any other individuals or groups responsible for the commission of atrocities in Darfur."

    Under the draft, all UN member states must act to prevent arms sales or supplies to the Janjaweed and bar Janjaweed members from entering or transiting through their territories. The council would draw up a list of individuals subject to the travel ban. Enditem
