   NICOSIA, march 31 (Xinhuanet) -- UN Secretary General Kofi Annan said on Wednesday night in in Burgenstock, Switzerland that the world body will put his revised plan for Cyprus reunification to referendum on April 24, stressing that "the time for decision and action has arrived."  Enditem
