BEIJING, March 14 (Xinhuanet) -- An editorial to be published in the People's
Daily newspaper Monday hails and congratulates the successful conclusion of the
annual session of China's top legislature.
The 10th National People's Congress (NPC ), China's top legislature, held
its second annual session here from March 5 to 14.
All deputies agreed that the government work report was truth-seeking and
morale-boosting, and the NPC and its standing committee performed well in
implementing its role on legislation and supervision, says the editorial of the
official newspaper of the Communist Party of China (CPC) Central Committee.
During the session, NPC deputies heard and deliberated reports on the work
of the government, the NPC Standing Committee, the Supreme Court and Supreme
Procuratorate, and on the budget and social and economic development plan.
The editorial notes that a major achievement of the annual session is the
approval of the amendment to the country's constitution with the most prominent
parts highlighting respect for and protection of human rights and protection of
lawful private property.
Other major points of the amendments include the institution ofthe guiding
role of the "Three Represents" thought in national political and social life and
expressions of coordinated development of material civilization and political
and cultural progress, the editorial says.
The editorial says that the people's congress system is a sound system with
great advantages and strong vitality to comply with China's realities, and calls
for better performance of the NPC andits Standing Committee in improving quality
of legislation, exploring new ways of supervision and perfecting the NPC system.
This year will be crucial to building a balanced affluent society, notes
the editorial, acknowledging that China still facesa hard tasks in reform,
development and stability.
It says that China must adhere to the new scientific development concept of
taking into account rural and urban development, regional development, economic
and social growth, harmonious development of humans and nature, and domestic
construction and opening up to the outside world.
China should pursue the overall, sustainable and harmonious economic and
social development to achieve a coordinated development of material civilization
