UNITED NATIONS, Dec. 23 (Xinhuanet) -- The United Nations SecurityCouncil welcomed Tuesday Libya's decision to voluntarily abandon its programs for developing weapons of mass destruction (WMD) and their means of delivery.
In a statement read to the press, Council President Stefan Tafrov of Bulgaria said council members "warmly" welcomed the announcement by the Libyan government and "Libya's recognition of the strength of the concerns of the international community" over WMD proliferation and its voluntary decision to address these concerns.
