| UNITED NATIONS, Dec. 23 (Xinhua) -- The United Nations Security Council welcomed Tuesday Libya's decision to voluntarily abandon its programs for developing weapons of mass destruction (WMD) andtheir means of delivery.
In a statement read to the press, Council President Stefan Tafrov of Bulgaria said council members "warmly" welcomed the announcement by the Libyan government and "Libya's recognition ofthe strength of the concerns of the international community" over WMD proliferation and its voluntary decision to address these concerns.
