¡¡¡¡The Ministry of Foreign Trade and Economic Cooperation (MOFTEC) announced an anti-dumping investigation on imported cold-rolled steel products originating in Russia, the Republic of Korea, Ukraine, Kazakhstan and as well as the Taiwan region (hereinafter referred to as ¡°investigated products¡±) in its notice on March 23, 2002.

¡¡¡¡According to the investigation the Ministry of Commerce made final arbitration as follows:

¡¡¡¡It confirmed that dumping of the investigated products had taken place and it had caused substantive damage to China¡¯s industries and there was a direct causal relationship between the dumping and damage.

¡¡¡¡The investigated products (cold-rolled steel sheet, cold-rolled steel sheet in coil and cold-rolled steel strip) are listed under No. 72091500¡¢72091600¡¢72091700¡¢72091800¡¢72092500¡¢72092600¡¢72092700¡¢72092800¡¢72099000¡¢72112300¡¢72112900¡¢72119000 in the import tariffs of the General Administration of Customs of the People¡¯s Republic of China. The investigation doesn¡¯t include the cold-rolled steel plate for producing tinplate listed under No. 72091800 in 2001 import tariffs of the General Administration of Customs of the People¡¯s Republic of China.

¡¡¡¡The anti-dumping measures will be taken from September 23, 2003 for a period of 5 years. Since the case is special, Ministry of Commerce will not take anti-dumping measures right now with the agreement of Tariff Commission of the State Council. When the measures will be taken will be notified later.
