Russia, Germany, France present amendments to new US draft

  UNITED NATIONS, Oct. 14 (Xinhuanet) -- Russia, Germany and France offered Tuesday amendments to the new US draft resolution on Iraq,calling on the occupying powers to consult with the Iraqis and the United Nations to set a timetable on the transfer of the Iraqi sovereignty.

  The joint proposal, obtained by Xinhua, stresses the temporary nature of the exercise by the US-led Coalition Provisional Authority of the Iraqi sovereignty.

  "The responsibilities of the Authority shall expire" when an internationally recognized Iraqi government is sworn in, it says.

  It "calls upon the (occupying) Authority, in consultation with the Governing Council and the Secretary-General to develop a specific schedule for this purpose and to submit it to the (Security) Council" by a date which has yet to be negotiated.

  The document, in the meantime, asks the Governing Council to "submit to the Security Council, for its consideration," by Dec. 15a timetable and a program for the drafting of a new constitution and for the holding of elections. Enditem
