  The Ministry of Foreign Trade and Economic Cooperation (MOFTEC) announced an anti-dumping investigation into imported Coated Art Paper originating in the Republic of Korea, Japan, USA and Finland (hereinafter referred to as "investigated product") in its notice on February 6, 2002.

  Approved by First Conference of Tenth National People¨s Congress, the Ministry of Commerce has carried out anti-dumping investigation. According to the investigation, the Ministry of Commerce confirmed that dumping of the investigated product had taken place, it had caused damage to China¨s industries and there was a direct causal relationship between the dumping and the damage.

  According to Anti-dumping Regulations of the People¨s Republic of China, Customs Tariff Committee of the State Council decided to impose anti-dumping tariffs on imported Coated Art Paper originating in the Republic of Korea and Japan as of August 6, 2003 for a period of 5 years.

  The product is Coated Art Paper listed under No. 48101300, 48101400 and 48101900 in 2003 import tariffs of the General Administration of Customs of the People¨s Republic of China.

  The importers should pay anti-dumping tariffs when they import Coated Art Paper originating in above two countries according to following rate:

The companies of the Republic of Korea:

1. Kye Sung Paper Co., Ltd., Nam Han Paper Co., Ltd., and Poong Man Paper Co., Ltd.: 31%
2. Hansol Paper Co., Ltd.: 16%
3. Shinho Paper Mfg. Co., Ltd.: 9%
4. HanKuk Paper Mfg. Co., Ltd.: 9%
5. Shin Moorim Paper Mfg. Co., Ltd.: 4%
6. Moorim Paper Mfg. Co., Ltd.: 4%
7. All others: 51%

Japanese Companies:

1. Nippon Paper Industries Co., Ltd.: 9%
2. OJI Paper Co., Ltd.: 56%
3. All others: 71%

  Since the import from Finland and USA was no more than 3% in general import quantum of China, the Ministry of Commerce decided to end the investigation on the imported Coated Art paper originating in Finland and USA.

  There are also some concrete regulations on the way of imposing anti-dumping tariffs, backdate levying, new importers reexamination, interim review, administrative reconsideration and administrative lawsuit in the Notice. Enditem (english.mofcom.gov.cn)
