The Ministry of Commerce received
a formal application for anti-dumping investigation made by two Chemical
Corporations from Fu Shun and Ji Lin on behalf of domestic ethanolamine
industries. The applicants asked for an anti-dumping investigation into
ethanolamine imported from Japan, the United States, Germany, Iran, Malaysia,
Mexico and as well as the Taiwan region.
According to the Anti-dumping
Regulations of the People¨s Republic of China, the Ministry of Commerce has
examined the qualification of the applicants, the products applied for
investigation, domestic products of the same kind, damage and the degree of
damage of the product to domestic industries, related issues of the countries
and region applied for investigation and the evidence of damage caused by
dumping furnished in the application. The evidence shows that the total annual
output of the two corporations in 2002 accounts for 83.68% of national total
output in the same year, according with the regulations of applying for an
investigation under Article 11, 13, and 17 of Anti-dumping Regulations of the
People¨s Republic of China. The application also includes the content and
related evidence of starting an anti dumping investigation under Article 14 and
15 of Anti-dumping Regulations of the People¨s Republic of China.
According to the examination, the Ministry of Commerce will start an
investigation on ethanolamine imported from Japan, the United States, Germany,
Iran, Malaysia, Mexico and as well as the Taiwan region as of May 14, 2003.
Relative issues are as follows: As of the date of the Notice is
issued, the Ministry of Commerce will start an anti-dumping investigation on
ethanolamine imported from above six countries and the Taiwan region. The term
of dumping investigation is from April 1, 2002 to March 31, 2003. The term of
damage to domestic industries investigation is from January 1, 2000 to March
31,2003.
The investigated product is ethanolamine (Monoethanolamine
and Diethanolamine) imported from Japan, the United States, Germany, Iran,
Malaysia, Mexico and as well as the Taiwan region
The investigated
product is listed under 29221100 and 29221200, 2002 in the tariffs of the
General Administration of Chinese Customs. Monoethanolamine salt and
Diethanolamine salt under import tariff No. 29221100 and 29221200 are not in the
range of the investigation.
The investigation will begin as of May 14
and finish normally before May 14, 2004. In case of special situation the
investigation could be extended to November 14, 2004. Enditem
