¡¡¡¡The Ministry of Foreign Trade and
Economic Cooperation (MOFTEC) issued a notice on March 19, 2002, starting an
anti-dumping investigation on imported rude butadiene styrene rubber (BSR) in
primary shape, oil-bearing BSR in primary shape, other BSR in primary shape and
carboxyl BSR (investigated products) from the Russia, Republic of Korea and
Japan. The investigated products are in import tariff No. 40021911, No. 40021912
and No. 40021919.
¡¡¡¡MOFTEC has made the investigation on dumping, the
range of dumping, damage and the degree of damage of the investigated products
to domestic property. Approved by First Conference of Tenth National People¡¯s
Congress, the Ministry of Commerce will carry out the anti-dumping
investigation. The Ministry of Commerce has made tentative judgment according to
the investigation and Anti-dumping Regulations of the People¡¯s Republic of
China.
¡¡¡¡According to the tentative judgment of the Ministry of
Commerce, dumping of the investigated products has caused substantive damage to
domestic property.
¡¡¡¡The range of dumping for related companies is as

¡¡¡¡According to the Anti-dumping Regulations of the
People¡¯s Republic of China, the Ministry of Commerce has decided to take
temporary anti-dumping measures in cash margin. As of April 16 2003, importers
should provide relevant cash margin to the Customs of the People's Republic of
China according to above range of dumping when they import the investigated
products from Russia, Republic of Korea and Japan. The calculation formula is
cash margin = (tariff dutiable price x levy rate) x (1+import added value tax
rate).
¡¡¡¡The company whose dumping range is below 2%, including 0%
needn¡¯t pay cash margin. But the investigation on these companies will continue.
¡¡¡¡Related interested parties can provide written comment and related
evidence in 20 days after the Notice is issued. The Ministry of Commerce will
