¡¡¡¡BEIJING, March 6 (Xinhuanet) -- The First Session of the 10th National People's Congress (NPC), China's top legislature, began its second plenary session in the Great Hall of the People Thursday morning.

¡¡¡¡A total of 2,894 deputies from across China attended the meeting, which is presided over by Li Tieying, an executive chairman of the presidium of the session.

¡¡¡¡Top leaders present at the meeting include Jiang Zemin and Hu Jintao.

¡¡¡¡The deputies will hear the Report on the Implementation of the 2002 Plan for National Economic and Social Development and on the 2003 Draft Plan for National Economic and Social Development, to be delivered by Zeng Peiyan, minister in charge of the State Development Planning Commission; and the Report on the Implementation of the Central and Local Budgets for 2002 and on the Draft Central and Local Budgets for 2003, to be delivered by Xiang Huaicheng, minister of finance.

¡¡¡¡They will also hear a report on organizational reform submitted by the State Council, China's cabinet, which is presented by Wang Zhongyu, state councilor and secretary-general of the State Council. Enditem
