””””The newly-elected Political Bureau of the CPC Central Committeeand its Standing Committee even made public the topics of its closed-door meetings, which is new to all China affairs specialists both at home and overseas. And last week, the second plenum of the 16th CPC Central Committee held in Beijing and its communique overtly released personnel arrangements and other related topics scheduled for the imminent National People's Congress (NPC) and the CPPCC National Committee that opened on Monday.
