China, Zhang served as deputy governor of east China's Jiangxi province and then
vice chairman of the Xinjiang Uygur Autonomous Regional Government before he was
posted to Hunan in 1999. He served in Hunan as deputy secretary of the
provincial committee of the Chinese Communist Party, deputy governor and acting
