HANOI, March 24
(Xinhuanet) -- Vietnamese government has reaffirmed that the tripartite
agreement reached by Vietnam, Cambodia and the United Nations High
Commissioner for Refugees ( UNHCR) on January 21, 2002, is the legal basis
for a proper solution to the issue of Vietnamese minority nationality people
in Cambodian camps. Vietnamese Foreign Ministry Spokeswoman
Phan Thuy Thanh Sunday made the reaffirmation in a statement on UNHCR's
withdrawal from the tripartite agreement. Thanh said Vietnam
always respects the tripartite agreement, which is a result of the joint
efforts of Vietnam, Cambodia and UNHCR. She said Vietnam is
very surprised at and worried about UNHCR's withdrawal from the tripartite
agreement. Visit by relatives of the Vietnamese minority
nationality people in Cambodian camps is normal and should not be
regarded as "force to repatriation" as UNHCR stated. The
Vietnamese spokeswoman noted that UNHCR will be held responsible for failure
to carry out the tripartite agreement. She urged UNHCR to
respect the tripartite agreement and cooperate with Vietnam and Cambodia in
seeking a reasonable solution for carrying out the agreement of repatriating
Vietnam's illegal migrants. More than 1,000 Vietnamese
ethnic minority people in Vietnam's Tay Nguyen provinces illegally crossed
the border to Cambodia due to cheat and incitement by malefactors last
