NAIROBI, July 27 (Xinhuanet) -- Odette Nyiramirimo, Rwandan state
minister of Local Government and Social Affairs, has disclosed
that the country plans to set up small projects for street
children which will cost more than 7.8 million U.S. dollars in a
bid to help them become self reliant. "Taking children to centers is not enough, small projects need
to be set so that children can later be taken to their localities,
" Nyiramirimo said. The Rwanda News Agency Friday quoted her as saying that the
funds will be provided by both the Rwandan government and the
donor community. Nyiramirimo said that the Children will be taught handcrafts,
like construction, wood work, catering, plumbing and so on. She said the already trained children will be sent back to
their localities to provide useful services to the people. Street children, particularly in Rwanda's capital city of
Kigali, were several times rounded up and taken to centers in
different provinces but this has never solved the problem for they
(children) find their way out claiming that there are more of
prisoners in centers than free people. According to the report from the Ministry of Youth, the
movement of children in the streets of Rwanda is the immense
structural problem that challenges Rwanda in the rehabilitation of
the country after the war. "The challenges include acute poverty in rural and urban areas,
ongoing civil unrest in the parts of the country, and large
numbers of child and female-headed families," the report said. The report indicated that in the period of 1990-1993, internal
displacement caused by unrest in the northern provinces
contributed to a rise in the numbers of children evident on the
streets. "Since the genocide of 1994, the number of children on the
streets throughout Rwanda has increased enormously, and is
estimated to be in excess of 10,000 children countrywide," the
